This Day in the Long History of Nancy Boy Liberals Using the Military as a Fig Leaf to a Scrawny, Naked Foreign Policy
On this day in 1998, President Clinton ordered four days of missile strikes and bombing missions against Iraq forces in response to Saddam Hussein's continued defiance of U.N. weapons inspectors. Wow, that sure taught Saddam Hussein a thing or two and set him quickly on the straight and narrow.
It seems that when you're at war with someone, as we were with Iraq's tyrannical leader, since 1991, if you don't take, destroy or occupy his capital and kill him, you haven't won the war. It takes a lot of effort, money and the blood and sacrifice of heroes to end a war properly. As we've just seen.

Of course unless you leave behind something that is not only better than what you replaced (not hard in this case) but also of more than fleeting duration and which does not cause another set of problems, then you have not won the peace.

I'm not sure you have to leave better. If you free a country and they screw the pooch in a few years and get a new dictator or something, you still won the war, maybe in a bittersweet way, but you still won.
Perhaps nation building was one of the reasons (and I believe there were about 20 reasons given) but ending Gulf War I properly was certainly an important one, after securing the fabled WMD. If we got a shining Muslim city on the hill out of it, all the better. And so far so good, by the way, despite your incessant dire predictions.
