I can't speak to the Lem quote, but the usual version of this is Sturgeon's Law (after Theodore Sturgeon):
90% of science fiction is crud. But then 90% of everything is crud.
Frankly, I think Sturgeon was being more generous to "everything" than to "science fiction".

I love Lem, who died last year, but I don't actually agree with this quote. I was never a huge fanof Sturgeon either, though.
